RTI Rules

The Right to Information Act, 2005 (RTI Act-22 of 2005) has been enacted by the Parliament and has come into force from 15 June, 2005. This Act provides for right to information for citizens to secure access to information under the control of public authorities in order to promote transparency and accountability in the working of every public authority. All Universities and Colleges established by law made by Parliament or by State Legislature or by notification by the appropriate Government or owned, controlled or substantially financed directly or indirectly by funds provided by the Government shall come within the meaning of a Public Authority under this Act.

As per Higher Education Department, Govt. of West Bengal and UGC guidelines, KULTI  COLLEGE, KULTI, PASCHIM BARDHAMAN, WEST BENGAL, PIN- 713343 implements  the Right to Information Act, 2005.

STATUTORY DECLARATION UNDER THE RTI ACT, 2005 Section 4(1)(b) of RTI Act 2005 covers the statutory declaration of KULTI  COLLEGE, KULTI, (Website: www.kulticollege.ac.in) Our College is approved by the Higher Education Department, Government of West Bengal, recognized under section 2(f) & 12(B) of the UGC Act, 1956 and the college is affiliated to Kazi Nazrul University, Asansol, Paschim Bardhaman. The College has College Governing Body, Finance Committee, Academic Council, Internal Quality Assurance Cell (IQAC), College Development Council and Alumni Association. The College runs as per the rules and regulations implemented by Kazi Nazrul University, State Government, University Grants Commission (UGC), MHRD, Central Government, etc., from time to time. The College comes under ‘Grant-in-Aid’ and also offers courses under Kazi Nazrul University as an affiliated college. The financial transactions are audited by the Audit Branch of the Joint Director of Public Instruction, Govt. of West Bengal. All information about the college under Section 4(1)(b) of RTI Act 2005 are open for the public and it can be obtained by a citizen of India.

The Application may be type-written or may be neatly hand-written wherein mention atop “APPLICATION UNDER RTI ACT-2005”.

There is no such prescribed proforma for application in terms of RTI Act- 2005.

Applications will not be discarded on the ground that they were not as per prescribed proforma.

The application should be written in English or Bengali and be in a simple and easy language.

Mention your question direct & point wise, avoid asking vague questions.

Avoid using too technical terms and legal terminology.

Attach Govt. RTI fees in the form of IPO/DD etc., as applicable with the RTI application for Rs. 10=00 (Rupees Ten) only in favour of Kulti College.

At the end of the Application, make a declaration that you are an Indian Citizen.

All Application should be sent through India Post Speed Post only.

Applicants are advised to send a scanned copy of all RTI related documents through e-mail also if possible.
